ExxonMobil Guyana Limited (EMGL) is looking for local companies capable of providing freight forwarding services to supports its Stabroek Block operations.
Exxon plans to put in place an agreement for the provision of Freight Forwarding Services associated with the movements of company materials, equipment, and supplies (ME&S) to and from any specified origin to any specified destination. The agreement will cover the movement both locally and internationally.
According to EMGL, contractors must provide shipment planning, import and export documentation, customs and regulatory compliance, and line-item verification of materials. Services must also include packing and inspection of hazardous and non-hazardous cargo, ocean and airfreight coordination, inland transportation, warehousing, claims resolution, and performance reporting.
Notably, at a minimum, the contractor must have physical presence in Guyana and the United States.
Contractors are also expected to provide tools that allow for real-time tracking of materials from the point of pickup to final delivery.
In a Request for Information (RFI) recently issued, it was stated that the deadline for submissions set for October 9, 2025.
Exxon noted that local content remains central to its business operations. As such, bidders must demonstrate awareness of Guyana’s Local Content Act of 2021 and submit strategies on how they intend to meet requirements under the law. EMGL said contractors may also be required to provide copies of their local content plans submitted to the government.
The RFI process will be followed by evaluation of responses, with requests for proposals (RFPs) expected to be issued in November 2025. EMGL made it clear that participation in the RFI process does not guarantee selection for the RFP stage or the award of a contract and that all expenses related to submissions will be the responsibility of the bidding firms.
