President Dr. Irfaan Ali this evening expressed profound sadness at the passing of Ambassador Elisabeth Ann Harper, describing her as one of Guyana’s most distinguished citizens and career diplomats.
In a tribute delivered on behalf of the Government of Guyana, President Ali said Ambassador Harper’s career in the Foreign Service was “defined by excellence, dedication, and an unwavering commitment to advancing Guyana’s interests.”
At the time of her passing, Harper was serving as Permanent Secretary of the Ministry of Foreign Affairs, having previously held the post of Director General. Her years of service also included representing Guyana as Ambassador to the Caribbean Community (CARICOM), where she earned widespread respect for her professionalism and dignity.
“She will be remembered not only for her brilliance, but also for her warmth, grace, and the clarity she brought to every task she undertook,” the President said, adding that Harper was gifted with exceptional organisational skills that strengthened the Foreign Service.
President Ali recalled that Harper had worked alongside two former Presidents on international assignments, and also served as running mate to former President Donald Ramotar in one of Guyana’s General and Regional Elections.
“Guyana has truly lost an extraordinary citizen, and our Foreign Service has lost one of its finest,” Dr. Ali declared. Extending condolences to her family, colleagues and friends, he noted that her passing marked a monumental loss for the country.
“Her legacy of service, dedication and excellence will continue to inspire generations to come,” he affirmed.
The President then invited all present at State House to stand for one minute in honour of Ambassador Harper’s memory.
