Keion Clarke, 24, a mason of Sheet Anchor Village, East Canje Berbice, has been charged with multiple traffic and other offences arising out of an incident in New Amsterdam during which a traffic rank was assaulted while performing his lawful duties.

The charges stem from a confrontation that was captured on video and circulated on social media. The footage shows the defendant approaching a traffic rank with a glass bottle in his hand, assaulting the rank and subsequently hurling the bottle at him. During the incident, the defendant also allegedly committed several traffic and related offences.

He has been charged with the following offences:
1. Unlicensed Driver – Section 23(1) of the Motor Vehicles and Road Traffic Act, Chapter 51:02.
2. Two (2) Counts of Dangerous Driving – Section 36(1) of the Motor Vehicles and Road Traffic Act, Chapter 51:02.
3. Failure to Have Identification Mark (Rear) – Section 13 of the Motor Vehicles and Road Traffic Act, Chapter 51:02.
4. Failure to Have Identification Mark (Front) – Section 13 of the Motor Vehicles and Road Traffic Act, Chapter 51:02.
5. Breach of Insurance – Section 3(1) of the Motor Vehicles and Road Traffic Act, Chapter 51:02.
6. Driving a Motor Vehicle without a Safety Helmet – Paragraph 3(1) of the Motor Cycle (Protective Helmet) Regulations, 1972.
7. Uncertified Motor Vehicle – Section 15 of the Motor Vehicles and Road Traffic Act, Chapter 51:02.
8. Failure to Stop When Required by a Police Officer in Uniform – Section 52(a) of the Motor Vehicles and Road Traffic Act, Chapter 51:02.
9. Fraudulently Imitating Identification Mark – Section 106(a) of the Motor Vehicles and Road Traffic Act, Chapter 51:02.
10. Disorderly Behaviour – Section 36(a) of the Summary Jurisdiction (Offences) Act, Chapter 8:02.
11. Assault Causing Actual Bodily Harm – Section 30(a) of the Summary Jurisdiction (Offences) Act, Chapter 8:02.
12. Two (2) Counts of Damage to Property – Section 61 of the Summary Jurisdiction (Offences) Act, Chapter 8:02.
13. Resisting a Peace Officer – Section 28(b) of the Summary Jurisdiction (Offences) Act, Chapter 8:02.

Clarke appeared before Her Worship Magistrate Michelle Matthias at the New Amsterdam Magistrate’s Court, on Thursday February 19, 2025 where he pleaded guilty to the following offences:

• Failure to Wear Safety Helmet – fined $25,000 or one (1) month imprisonment.
• Breach of Insurance – fined $25,000 or three (3) months imprisonment, with his driver’s licence suspended for twelve (12) months.
• Failure to Have Identification Mark (Rear) – fined $150,000 and three (3) months imprisonment.
• Failure to Have Identification Mark (Front) – fined $150,000 and three (3) months imprisonment.
• Uncertified Motor Vehicle – fined $25,000 or one (1) month imprisonment.
• Unlicensed Driver – fined $25,000 or two (2) months imprisonment.

He was fined a total of $400,000 Guyana currency and sentenced to six (6) months imprisonment on those matters.

He pleaded not guilty to the remaining offences. Bail was refused, and he was remanded to prison. The matters were adjourned to March 5, 2026.
