Speaking on the Starting Point podcast on Sunday, Gouveia said while the gambling industry can generate significant economic activity, it must operate within a regulated framework that addresses potential social and financial risks.
“Any industry in Guyana needs to be modern,” Gouveia said, stressing the importance of ensuring industries are properly controlled and allowed to grow responsibly.
He pointed to concerns including anti-money laundering (AML), gambling addiction and the accessibility of gambling to vulnerable persons and young people.
The PSC chairman’s comments come as the government moves to establish a modern framework for regulating the gambling industry in Guyana.
The Gambling Authority Bill tabled in the National Assembly seeks to tighten the regulation of gaming activities amid growing concerns over the social consequences of increased access to gambling through betting shops and mobile applications.
The move follows months of lobbying by religious organisations and other groups concerned about the impact of gambling on vulnerable individuals, families and rural communities.
Gouveia believes the proposed bill will establish protections for young people and vulnerable groups, while helping to curb gambling addiction.
He emphasised that while the industry can have economic benefits, those gains must be balanced with measures to protect communities and prevent harm to the social fabric. (Department of Public Information)
