According to its manifesto for the 2025 elections, an A Partnership for National Unity (APNU) government will establish a State-owned construction firm to undertake selected projects. This would be done to increase capacity and efficiency in the sector.

The administration would also introduce “contract set-asides” for “under-represented” groups such as Indigenous people, women, and youths. The party’s manifesto says this measure will ensure more inclusivity in awarding contracts.

“The system will remain mostly competitive, and no one will be treated unfairly,” the party said.

The party also noted that it will plan infrastructure with clear development goals in mind, such as economic expansion, energy and water security, and wealth creation.

It also noted that should it win the September 1 General and Regional Elections, it will strengthen the public procurement system for better performance and greater transparency, and include whistle-blower provisions.

It will also award contracts for works within communities to residents of those areas, thus ensuring small contractors can be gainfully employed on a continuous basis.
