The initiative targets extremely vulnerable and economically disadvantaged households that may otherwise be unable to secure housing through conventional means, providing them with access to adequate housing through government support.
Under the programme, CH&PA invites contractors, consortiums and individuals to submit Expressions of Interest (EOIs) for the construction of low-income housing units.
The proposed 400-square-foot flat units will feature one bedroom, a toilet and bath, ceiling, tiled floors and basic kitchen cupboards, among other amenities.

The move forms part of the government’s broader efforts to address the housing needs of vulnerable citizens by supporting the construction and delivery of homes that are safe, adequate and affordable.
Interested applicants should demonstrate their technical, financial and operational capacity to undertake the construction works.
Requirements for the applicants include business registration and incorporation documents, GRA compliance and VAT certificates, audited financial statements for 2025, information on a previous project of a similar nature, available construction equipment, and personnel qualifications and experience.
Applicants must also provide details on their proposed financing arrangements, evidence of financial capacity, a method statement and work programme, construction drawings and a detailed estimate for the proposed housing model.
The construction proposal must also outline the materials, methodology and techniques to be used, including relevant specifications where foreign materials or construction methods are proposed.

The EOI must include a signed and stamped statement of interest, the specific regions in which the applicant is interested in undertaking construction where applicable, as well as the applicant’s contact and business information.
Expressions of Interest should be submitted to the Chairman of the CH&PA Board at Plantation Houston, along the Mandela to Eccles Highway, East Bank Demerara, Region Four, by 3:00 p.m. on September 21, 2026.
