Ret’d Justice Claudette Singh took the stand on day 12 of the Commission of Inquiry into the March 2020 General and Regional Elections. Justice Singh testified that to her knowledge, the tabulation of District Four votes was still ongoing while there was a blatant attempt by former Returning Officer Clairmont Mingo to make a declaration of the results.

Justice Singh told the Commission that she had received correspondence from GECOM Commissioner Sase Gunraj who informed her that party agents were disgruntled by a decision made by the then Chief Elections Officer, Keith Lowenfield, to introduce spreadsheets in the place of Statements of Poll.

She noted that Gunraj outlined to her that the spreadsheets possessed incorrect data. Justice Singh said that a meeting was convened with the Commissioners, herself, and the then CEO.

That meeting according to Singh was interrupted. “I remember the former High Commissioner of Canada, Ms. (Lilian) Chatterjee, knocking on the door to say that Mingo was making a declaration,” Justice Singh said.

She further noted that to her knowledge, the declaration was premature, since she was aware that the tabulation for District Four was still ongoing. The Chairperson was then asked whether there were any objections made by the Commissioners. “I remember Commissioner Corbin during the meeting kept saying ‘I shall not interfere with the work of the RO because the RO has a certain position,” Singh said.

Meanwhile, Justice Singh recounted that on March 5, 2020, the then Deputy Chief Elections Officer Roxanne Myers escorted the then Minister of Foreign Affairs Karen Cummings to a room with diplomatic observers.

“I was not aware that there was going to be a meeting held at the Command Center. I thought that because she was the Foreign Affairs minister she came to see them. I was not aware that she had a planned meeting,” Justice Singh said.
