The Ministry of Natural Resources (MNR) has approved the Local Content Annual Plans of the five major oil companies operating in Guyana for 2023. These companies include ExxonMobil, the operator of the Stabroek Block, as well as renowned oil and gas service providers TechnipFMC, Halliburton, Baker Hughes, and Saipem.

According to Guyana’s 2021 Local Content Act, contractors, sub-contractors, and licensees in the country’s petroleum sector are required to submit a detailed Local Content Annual Plan outlining their procurement, employment, and capacity development plans for the reporting year.

During the ceremony held, Minister of Natural Resources, Vickram Bharrat, expressed the government’s commitment to promoting substantial investments in local content development. He also highlighted the opportunities for Guyanese suppliers to engage directly with the growing petroleum sector and expand their business capacity and services.

Minister Bharrat praised the companies’ commitment to local content and emphasized the government’s collaboration to achieve the goals of the Local Content Act, stating that “We are delighted to see the dedication of these companies to local content, and we look forward to working with them to ensure the objectives of the Local Content Act are achieved. This is a crucial step towards building a sustainable oil and gas industry that benefits all Guyanese.”

Representatives from the companies also shared their remarks. The Country Lead of Halliburton acknowledged the company’s commitment to developing local talent and supporting vendor growth in Guyana. He stated, “With the guidance of the Secretariat and our management team’s dedication, we strive not only to meet but exceed our local content and sustainable development targets.”

Similarly, the Area Director of TechnipFMC emphasized that expanding local content is fundamental to their operating philosophy. He noted the company’s efforts to foster local content growth by developing a skilled Guyanese workforce, cultivating local subcontractors, and establishing a world-class service base in the country. These efforts have facilitated the integration of their operations in Guyana and formed the foundation of their successes.

The ceremony, held on May 15, was attended by Minister Vickram Bharrat; Alistair Routledge, President of ExxonMobil Guyana; Nicolas Siccard, Area Director for Guyana, Suriname, and Trinidad of TechnipFMC; Vahman Jurai, Country Lead of Halliburton Guyana; Jon Charles Rhodes, Country Manager of Baker Hughes Guyana; and Gianluigi Della Rosa, Country Manager of Saipem Guyana.

Dr. Martin Pertab, Director of the Local Content Secretariat, and Michael Munroe, the ministry’s Legal Officer, were also present to mark this significant occasion.
