A week after being sent on leave, Chief Elections Officer (CEO), Keith Lowenfield, Region 4 Returning Officer Clairmont Mingo, and Deputy Chief Elections Officer Roxanne Myers were today read more conspiracy to defraud charges.

The trio appeared before Principal Magistrate Sherdel Isaacs-Marcus at the Georgetown Magistrates’ Courts where they were not required to plea to the charges.

The charges state that Lowenfield,  Mingo, and Myers between March 2, 2020, and August 2, 2020, at Georgetown, conspired with each other and together with Volda Lawrence, Carol Smith-Joseph, Sherfern February, Enrique Livan, Denise Bobb-Cummings, Michelle Miller, and others to defraud the electors of Guyana by declaring a false account of votes cast for the Regional Elections of March 2, 2020, General and Regional Elections.

The trio was expected to be charged on June 9 but they were not informed to attend court on the date. When they appeared today and were read the charges, they were placed on $100,000 baile each and instructed to return to court on September 14.

Lowenfield is currently facing three counts of Forgery; while Myers faces two counts of Misconduct in Public Office. Mingo also faces four counts of Misconduct in Public Office, while People’s National Congress Chairperson, Volda Lawrence, and Opposition activist, Carol Joseph are also before the court on electoral fraud charges.

Denise Bobb-Cummings and Michelle Miller, who are GECOM clerks, and Shefern February, a GECOM Elections Officer, and Information Technology Officer Enrique Livan are also facing similar charges.
They are all accused of inflating the results of Region Four, to give the opposition a majority win at the March 2, 2020, polls.

Additionally, Lowenfield, Myers, and Mingo have been sent on leave with pay. They were sent on leave until a final decision is made by GECOM concerning their employment. The decision was made last week following a call to have the three high-ranking GECOM officers dismissed as they are embroiled in controversy stemming from actions they allegedly took during the highly contentious March 2020 polls.
