The Petroleum Production Licence (PPL) for the US$10B Yellowtail Project not only stipulates strict adherence to the nation’s Local Content Law, it also explicitly requires that ExxonMobil Guyana provides an annually updated list of training opportunities and secondment positions for Guyanese.

In the document seen by Guyana Standard, government has required that ExxonMobil’s subsidiary and operator of the Stabroek Block, Esso Exploration and Production Guyana Limited (EEPGL) complies with the provisions of the Local Content Act and regulations made thereunder, as amended from time to time.

Furthermore, EEPGL shall, within six months of the April 1, 2022 approval of the PPL, provide a list of potential opportunities for local and overseas training or secondee positions within the organisations of the Licensee or its affiliated companies, together with estimated costs.

The PPL states that the EEPGL shall maintain and update such list no less frequently than each calendar year.
